Officers back all 11 schemes on Tuesday's agenda, including five facing petitions: Hayes flats over a restaurant, Northwood flats and floodlit padel courts.

Hillingdon’s Planning Committee decides 11 applications on Tuesday 6 October, and council officers recommend approving every one of them.

Five carry residents’ petitions of objection. The biggest, with 72 signatures, is against nine flats and a restaurant in Hayes town centre. Two more items are on the agenda because a councillor called them in, including new outdoor seating at the Pipemakers Arms in Uxbridge.

The meeting starts at 7pm in Committee Room 5 at the Civic Centre, Uxbridge. The public can attend, and the council says it may be broadcast on its YouTube channel (agenda).

Hayes Tuition Centre, 52 Coldharbour Lane, Hayes. The plan is to demolish the building and put up a four-storey block with nine flats over a restaurant. The petition has 72 signatures, and there were 15 individual objections and a ward councillor’s representation. The petition’s concern is parking, linked to the council’s decision to close and sell the civic hall car park. The flats would be car-free apart from one disabled space, and residents would be barred from parking permits. Officers say the building has been empty since the pandemic and accept that permit controls nearby only apply from 9am to 5pm on weekdays (report).

44 Murray Road, Northwood. A house would be replaced by a two-storey block of five flats. This is its second time at committee. Members deferred it on 14 July to visit the site, and did so on 22 September. The petition has 50 signatures. There are five parking spaces, one per flat, and the Highway Authority has no objection (report). A second ePetition against the scheme opened on the council’s site on 1 October.

23A Frays Avenue, West Drayton. A second-storey extension, with 41 valid signatures against it (report).

St Helen’s School, Eastbury Road, Northwood. Two padel courts under an 8.43-metre canopy with floodlights, on the school’s existing games area. The public would use them on a pay-and-play basis outside school hours. The petition has 31 valid signatures, mainly from Carew Road, and two residents’ associations objected. Officers propose these hours:

  • Monday to Friday, 8am to 9pm
  • Saturday, 8am to 6pm
  • Sunday, 9am to 6pm

14 Yeading Lane, Hayes. A women’s education and recreation institute wants evening and Saturday hours, with occupancy capped at 30 people at once. The petition has 27 signatures, and there were six objections. On the other side, 106 representations of support were received (report).

6 Woodgate Crescent, Northwood. Front, rear and first-floor side extensions to a house. The report records one petition and three objections, including from the Northwood and Glebe residents’ associations (report).

At the Pipemakers Arms, officers propose that customers use the new structures only between 10am and 10pm, with no amplified music or television sound outside. They also propose a condition that stops the area becoming a separate restaurant, bar, function venue or shisha lounge (conditions).

The Orbital scheme would provide 32 car parking spaces and seven electric charging points. The council would receive an air quality contribution of £196,096 and a Healthy Streets contribution of £27,170. The council received no public representations on it (report).

The Frogsditch Farm report says the legal agreement tied to the outline approval still applies. It includes a footway extension on Shepiston Lane and 30% of the cost of a new pedestrian crossing nearby (report).

What it means for you

  • If you signed one of these petitions: members heard the Murray Road petitioners at the July meeting. To ask about speaking on Tuesday, contact Democratic Services through the agenda page beforehand.
  • If you want to watch: turn up at the Civic Centre for 7pm, or look for the broadcast on the council’s YouTube channel.
  • Officer backing is not the final word. In July, members deferred Murray Road for a site visit rather than decide it.
